Healthy Waste Workers for Sustainable Waste Management (HWW4SWM) Project

Introduction:
Green Path Nepal (GPN) was established for the environment protection, climate change and natural
resource conservation with right based approach to the community people as well as policy makers,
development workers and civil society. GPN has long experience in designing, developing and
implementing the programs on waste management, natural resource management, environmental
conservation, energy, water and sanitation, climate change adaptation and disaster risk management.
GPN strivesto successfully assist people, organization’s,systems and processesin Nepal and works closely
with national entities to positively contribute to the promotion of the better health and environmental
status and the empowerment of communities in Nepal.
Médecins du Monde France (MdM-F) has worked in Nepal since 1995: firstly, on Tuberculosis and HIV in
western province, then on Sexual and Reproductive Health in Sindhupalchok District. Following the 2015
earthquakes, MdM-F implemented an emergency response program and then, a post-earthquake early
recovery project in the same district.
Since 2018, MdM-F is working on Environmental Health. The 2018-2019 “Healthy Waste Workers in
Kathmandu Valley” program aimed to improve health status of informal waste workers (IWWs) in the
Valley, mitigating their occupational risks and environmental exposure, improving access to information
and increasing access to health services in Teku, Shantinagar and Sisdole landfill sites.
In continuation, the 3-years project; “Healthy Waste Workers for Sustainable Waste Management”
which started in 2020, aims to improve health, wellbeing, and livelihood of IWWs in Kathmandu Valley
and Sisdole landfill. The strategy consists in: 1) formalization of IWWs through non-profit enterprises
(NPE) and increasing their recognition in integrated solid waste management in urban cities, 2) increasing
risk mitigation and promotion of decent safe work opportunities in current activities and through
innovation contributing to improve solid waste management, and 3) increasing access to quality health
services for IWWs and the community through promotion of Urban Health Promotion Center in Ward
19 and in Kakani’s (Sisdole landfill) Post.
The project is being implemented in collaboration of two NGO partners, Samyukta Safai Jagaran (SASAJA)
and Green Path Nepal (GPN) and government partner, Kathmandu Metropolitan City (KMC) with technical
and financial support from MdM-F.
To support strategies, interventions, and baseline information to be identified in the project, a
quantitative survey will be organized and below mentioned are the details.

Overall Objective:
To better characterize IWWs and Formal Waste Workers (FWWs) populations in KTM valley also
considering aftermath of COVID-19 pandemic in the waste management sector.
Specific objectives are:
• To update crucial information of the 2018 survey (Health status and occupational risksin informal
waste workers in Nepal) conducted by MdM-F, University of Sheffield, UK, and PHASE Nepal.
• To define baseline for LFA indicators of HWW4SWM project
• To create, strengthen interest for the project among IWWs
• To identify status of PPE use among WWs (follow up of COVID-19 response project MdM-F
implemented with support of UNDP)

Target Population and Area:
• IWWs members of 12 groups created under the first phase of 2018-2019 project of MdM
• FWWs belonging to the 15 private companies involved in the UNDP project.
• Intervention area of MdM-F project; Bagmati / Bishnumati river corridors, special focus on Ward
19 and UHPC catchment area

Expected Outputs:
• Details on sociodemographic characteristics of the target groups: country / district or province /
state of birth, gender, age, marital status, family arrangements, education / literacy, religion,
caste
• Information related to access to healthcare (make link with 2018 research):
o Knowledge about available services, focus on UHPC / UHC
o Type of health facilities accessed (also focus on practices after COVID-19)
o Satisfaction level with the health services
o Access to Social/Health protection
• Status regarding their membership in any groups, cooperation, focus on SASAJA / other groups
including any CBO or political activities, since when and their role and responsibilities.
• Information regarding their Occupation (make link with 2018 research):
o Current activities (main and secondary), informal / formal / mixed and duration
o Income, revenue, sources, and amount (waste working only)
o Debts / loans, savings / credits, with SASAJA or others
o Involved in any kind of training or capacity strengthening in the last 3 years (business
related, other topics as OHS, GBV, governance including MdM / PHASE BCC activities)
• Identify the baseline for indicators of HWW4SWM project (project LFA will be provided)
• Knowledge on PPE use (targeted for beneficiaries of UNDP and MdM’s COVID-19 response
project)
• Develop rapport with the target groups and strength interest for HWW4SWM project

Survey Approach and Methodology
• Baseline survey will employ quantitative methods for data collection and review of secondary
information.
• Survey will be conducted using structured questionnaire.
• Primary data collection will be collected through mobilization of community mobilization officer,
community mobilizers and business development officers of the project.
• Consultant is responsible for management and capacity building/orienting data collection team
involved in the research.
• Appropriate sampling methodology will be used to determine sampling frame, sample size and
respondents.
• Data will be analyzed using excel or other statistical data analysis programs available that can help
generate the required information.
• Total duration of the survey will be 30 working days (methodology + tools finalization, data
collection, presentation of the findings and final report) starting from 1st week of April of 2021.
Note: Detailed methodology and tools to be developed by consultant and validated by MDM-F.

Responsibilities and Deliverable of Consultants:
• Design and finalize methodology for the baseline survey including questionnaire, checklist, and
tools as relevant and share.
• Share study design including process, methods and questionnaires/checklist with MdM-F Program
Manager and collect feedback and finalize study design and tools.
• Orient, train and supervise the data collection team involved in the study.
• Carryout field work together with data collection team.
• Ensure quality of information collected from field, cross check with the validity of information
collected and verify/revise where needed.
• Update progress of study on regular basis to Program Manager of MdM- F.
• Update Program Manager of MdM- F in case of any emerging issues related to survey.
• Analyze data and develop tabulation of data.
• Prepare draft report and share with MdM-F and collect the feedback.
• Present major findings to MdM-F team and collect feedbacks.
• Prepare final report incorporating feedbacks and suggestions and submission of final report (a
compiled version of the report – both hard copy and electronic version in word format to submit
within the contract period i.e. 30 days).
• Publish crucial findings (details will be discussed later) from this study in relevant journal/articles
in coordination with MdM-F.

Institutional Arrangements
• The selected consultant will work under the direct supervision of the Program Manager MdM-F
and overall supervision is done by MdM-F General Coordinator and MdM-F HQ for feedback on
the study methodology and publication. Consultant and Program Manager of MdM-F will co-author the published paper. • NGO partner of MdM-F, GPN will be responsible for the administrative and logistic process for the
study. MdM-F will carry out all the needed coordination.
• For the payment, 30% of the total consultation fee will be paid upon submission of methodology
for the baseline survey during the start of consultancy service, 40% upon completion of field works
and sharing draft report and remaining 30% will be paid after the validation of final report.

Education, competencies, experience, and skill requirements:
• At least a Master’s degree in health science, social science, or other relevant degree with
minimum of 2 years of work experience
• Experienced in research work. Individual with published work will be preferred.
• Knowledge on solid waste management and environmental health in Nepal is highly preferred
• Experience in working with communities and less advantaged / marginalized beneficiaries
especially the Informal Waste Workers
• Fluency in written and spoken English, including proven excellent writing skills, is essential
• Experience working with multiple partners/ partner organizations and/or government authorities
